Join City of Moreton Bay as a key leader shaping the change function within our growing Enterprise Project Management Office (ePMO).
In this pivotal role, you will embed consistent, fit‑for‑purpose change practices that lift capability across the organisation - enabling our teams to deliver the services that shape and enrich our community today and into the future.
This is an exciting moment to come on board. You’ll lead the establishment of the Enterprise Change Management Office within Australia’s third‑largest council, with the support of an engaged executive team.
Our ePMO department was formed in the second half of last year, and while still early in its journey, significant momentum is already building. We’ve achieved major milestones across systems, governance, risk and cost control - and now we are ready to elevate our change maturity.
As our enterprise change leader, you will be front and centre in driving successful adoption across the organisation. You will design and implement a scalable enterprise change framework and embed consistent, evidence‑based practices across a diverse and complex environment.
You will also build and lead Council’s enterprise change capability - ensuring strategic alignment, organisational readiness and sustainable adoption of critical initiatives. Your advice to executive leaders on cumulative change impacts, sequencing and organisational risk will directly shape delivery success across the portfolio.
Additionally, you will establish and lead a high‑performing team of change business partners, ensuring change considerations are identified early and integrated consistently across initiatives.

To be a success in this role, you will bring…
Enterprise change leadership: A proven track record leading enterprise‑scale change, including organisation‑wide transformations and establishing enduring change capability in large, complex or highly regulated environments.
Strategic influence and leadership: Experience building, mentoring and influencing diverse teams and senior stakeholders, including advising executives on cumulative impacts and risk.
Enterprise capability uplift: Demonstrated success in standing up new functions, frameworks or enterprise‑level capability uplift initiatives.
Portfolio-level change management: Ability to oversee multiple concurrent initiatives and manage cumulative organisational change impacts across a complex delivery portfolio.
